I feel it only right however to inform you
- that dissatisfaction has been expressed on behalf of
three of the larger services in the Colony, i.e. the
Public Works Service, Medical Service and Education
Service. The criticism of the members of the Public
Works Service is directed to the general level of
salaries under the new scales already approved by your
predecessor. The Anomalies Committee had taken this
level as established and did not take the review of it
to be within their objects. The members of the Committee
have in fact considered the representations made; but
after comparing salaries in this Colony with those
prevailing in most other parts of the Colonial Empire,
they are not satisfied that the scales already approved
are inadequate and have not recommended any change.
propose to consider further whether any action is
necessary apart from the correction of anomalies arising
out of the approved scales and will address you
separately if I conclude that any change ought to be
made.

As regards the Medical Department the Director
of Medical Services has urged that the salaries proposed
for the specialist officers are inadequate to attract sufficiently well qualified men to the Hong Kong Service.
In this case also the Committee had taken the general level of salaries, as indicated by the time-scale already approved, as established and had attempted to relate the salaries of specialist officers suitably to that time-scale; and here again after comparison with salaries in other Colonies, they are not satisfied that the present proposals are inadequate.
